Halorizon is a multi-national corporation with interests all over the world, but headquartered in Washington D.C. The Canadian Office is headed up by Bob Jones. The activities of this conglomerate are buried in a myriad of shell companies, blind trusts, and joint-ventures, which are in turn based in juristictions with opaque banking laws. However, it is known that Halorizon sprang to prominance in the late 50's during the birth of the space program.

CSIS CSIS virtually unheard of in Canada, and has an even lower profile abroad. It's stated purpose is to "be proactive and pre-emptive in the pursuit of Canada's national security". With few critics and minimal governmental oversight, it is often up to CSIS itself to determine the extent of it's mandate.
